05/24/2010 <br />(g) Bi- Monthly Billing. Water meters or classes of water meters may be <br />read bi- monthly, and the corresponding billing period shall be for a two - <br />month period. In such event, the cubic foot delivery amounts specified in <br />the foregoing rate table shall be doubled for the purpose of computing the <br />applicable water quantity charges. <br />(h) After -hour Turn -on Fee. The fee for direct costs associated with <br />turning on water meters or classes of water meters during non - business <br />hours of the Public Works Services Department shall be $320.00. When <br />after -hour turn -on is requested by a user, this fee shall be charged and <br />collected on the user's next ensuing Utility Bill. <br />SECTION 2 . This ordinance is statutorily exempt under Public Resources Code <br />Section 21080(b)(8). The City Council finds that the water service charges and fees are <br />for the purpose of meeting operating expenses, including employee wage rates and <br />fringe benefits, purchasing or leasing supplies, equipment, or materials, meeting <br />financial reserve needs and requirements, and obtaining funds for capital projects <br />necessary to maintain service within existing service areas. The Staff Report dated <br />April 12, 2010 expressly states in the "Background" section and in "Attachment 3" and <br />"Attachment 6" that increases in wholesale water rates necessitate a rate increase and <br />that revenues are used for the operation and maintenance of the water system, for an <br />emergency reserve, and for replacement of the system. <br />SECTION 3. This ordinance shall be effective thirty (30) days from the date of <br />its adoption; provided, however, that water utility bills pertaining to the period before <br />July 1, 2010 shall reflect the existing billing service charges and fees for the portion of <br />the billing period prior to July 1, 2010 to which the bills apply. <br />SECTION 4. All residential and commercial water utility bills generated on or <br />after July 1, 2010, shall reflect the revisions in billing service charges and fees for the <br />portion of the billing period commencing on July 1, 2010 to which the bills apply. <br />Atty /Ord /Ord.330 2355 <br />10/6/10 5 FORMERLY MUFF #805 <br />
