05/24/2010 (g) Bi- Monthly Billing. Water meters or classes of water meters may be read bi- monthly, and the corresponding billing period shall be for a two - month period. In such event, the cubic foot delivery amounts specified in the foregoing rate table shall be doubled for the purpose of computing the applicable water quantity charges. (h) After -hour Turn -on Fee. The fee for direct costs associated with turning on water meters or classes of water meters during non - business hours of the Public Works Services Department shall be $320.00. When after -hour turn -on is requested by a user, this fee shall be charged and collected on the user's next ensuing Utility Bill. SECTION 2 . This ordinance is statutorily exempt under Public Resources Code Section 21080(b)(8). The City Council finds that the water service charges and fees are for the purpose of meeting operating expenses, including employee wage rates and fringe benefits, purchasing or leasing supplies, equipment, or materials, meeting financial reserve needs and requirements, and obtaining funds for capital projects necessary to maintain service within existing service areas. The Staff Report dated April 12, 2010 expressly states in the "Background" section and in "Attachment 3" and "Attachment 6" that increases in wholesale water rates necessitate a rate increase and that revenues are used for the operation and maintenance of the water system, for an emergency reserve, and for replacement of the system. SECTION 3. This ordinance shall be effective thirty (30) days from the date of its adoption; provided, however, that water utility bills pertaining to the period before July 1, 2010 shall reflect the existing billing service charges and fees for the portion of the billing period prior to July 1, 2010 to which the bills apply. SECTION 4. All residential and commercial water utility bills generated on or after July 1, 2010, shall reflect the revisions in billing service charges and fees for the portion of the billing period commencing on July 1, 2010 to which the bills apply.
