The Planning Commission is the recommending body to the City <br /> Council and thus recommended certification of the EIR and adoption of the General <br /> Plan to the City Council. <br /> Staff also wishes to emphasize that as directed by City Council, the New General Plan <br /> does not establish any new goals, policies, implementation programs or other types of <br /> regulations for the 1,436 acre Cargill salt crystallizer property. The City has received an <br /> application from DMB Redwood City Saltworks to construct 8,000 to 12,000 homes with <br /> commercial, open space, and other land uses on that property. That project is being <br /> reviewed separately through a different planning and environmental review process. <br /> The Saltworks development proposal is acknowledged in the cumulative analysis of the <br /> EIR and was modeled and studied at the same program level as the rest of the New <br /> General Plan, using the models developed for the New General Plan analysis. <br /> EIR Alternatives <br /> As required by CEQA, the Draft EIR also examined project alternatives that could <br /> feasibly obtain most of the project objectives while avoiding or substantially lessening <br /> any significant impacts. The following alternatives were evaluated as part of the Draft <br /> EIR: <br /> • Alternative 1: No project (assumes that the City's existing 1990 General Plan would <br /> remain in place); <br /> • Alternative 2: Reduce the Floor Area Ratio (FAR) from 1.0 to 0.75 in five <br /> commercial and mixed use area designations of the New General Plan. Two <br /> specific sites would change to the Commercial - Regional General Plan land use <br /> designations from other mixed use designations; <br /> 41 <br /> • Alternative 3: Reduce the Floor Area Ratio (FAR) from 1.0 to 0.8 in five commercial <br /> and mixed use designations of the New General Plan. Two specific sites along the <br /> Veterans Boulevard corridor would change to the Mixed Use - Corridor land use <br /> designation from other commercial designations, and a portion of one waterfront site <br /> would change from Mixed Use -Waterfront to Open Space. <br /> Refer to Chapter 5.0 Alternatives in the Draft EIR for more information. <br /> The Planning Commission held a study session on May 18, 2010 and a public hearing <br /> on June 15, 2010 to receive public comments on the Draft FIR. Following these <br /> meetings, the EIR consultant prepared responses to all comments received on the Draft <br /> EIR during the public review and comment period. See Chapter 2 (Response to <br /> Comments) in the document titled: A New General Plan for Redwood City: Response to <br /> Comments on the Draft FIR and Mitigation Monitoring and Reporting Program, dated <br /> August 2010. The EIR consultant also prepared revisions and proposed changes to the <br /> Draft EIR, based on the comments received. See Chapter 3 of aforementioned <br /> document (Revisions and Errata to Draft EIR). The EIR consultant has also prepared a <br /> proposed Mitigation Monitoring and Reporting Program that would assign <br /> responsibilities and track work to ensure that the mitigation measures prescribed to <br /> address the New General Plan's potential environmental impacts are addressed and <br /> mitigated to the extent feasible.
