7.A <br /> Page 10 <br /> • August 24, 2010: Public Hearing Notice sent to interested property owners, tenants <br /> and interested parties. <br /> • August 26, 2010: follow up notification of Native American Tribal Consultation list. <br /> • August 31, 2010: News release (to all news release subscribers, media — 640 <br /> emails) publicizing upcoming public meetings on the Final EIR: <br /> • August 30, 2010: Email news release (3,000 e-mails). <br /> • September 3, 2010: Display Ad in Daily News. <br /> • September 6, 2010: Email news release (3,000 e-mails). <br /> • September 7, 2010: Planning Commission Public Hearing considering <br /> recommendations to the City Council regarding certification of the Final EIR, <br /> adoption of the MMRP, and action on the New General Plan. <br /> • October 11, 2010: City Council considers certification of the Final EIR and adoption <br /> of the New General Plan. <br /> Substantially more notification and community outreach was conducted prior to May <br /> over a two year period during which the draft New General Plan was developed. <br /> Notification for the City Council meeting for October 11, 2010 included one display ad, <br /> public hearing notices, notices sent to property owners and interested parties, press <br /> releases, e-mail blast, and website postings. <br /> ALTERNATIVES <br /> • Do not certify the Final EIR and direct staff to further conduct environmental analysis <br /> and, depending on the changes, consider re-circulation of the EIR. <br /> • Do not adopt the New General Plan and direct the General Plan team to make <br /> revisions to the Plan and re-submit to the Planning Commission. (If revisions are <br /> significant, additional CEQA review may be required and may result in recirculation 411 <br /> of the EIR.) <br /> FISCAL IMPACT <br /> The New General Plan is expected to stimulate private investment into the City as <br /> developers take advantage of the progressive nature of the new General Plan, the <br /> already completed EIR, and the certainty behind the Plan. Some programs in the plan <br /> can be implemented by various City departments within their allocated budgets. Other <br /> programs, especially planning for and implementing major infrastructure projects, will <br /> require new funding sources such as grants, bonds, and other means to implement. <br /> On January 28, 2008 the City approved a budget and agreement for professional <br /> services with Hogle-lreland planning consultants to prepare a New General Plan and an <br /> associated EIR. The total budget amount was not to exceed $1,467,665 which also <br /> included $191,435 in contingency funds. The actual total amount expended for the <br /> entire project is expected to be $1,432,004 which is slightly under budget by $35,661. <br />
