7.A <br /> Attar-Nnn2t <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT <br /> FOR THE NEW GENERAL PLAN FOR THE CITY OF REDWOOD CITY; <br /> MAKING CERTAIN FINDINGS REGARDING MITIGATION MEASURES; <br /> MAKING CERTAIN FINDINGS REGARDING ALTERNATIVES TO THE <br /> NEW GENERAL PLAN; AND ADOPTING A MITIGATION MONITORING <br /> AND REPORTING PLAN; ALL IN ACCORDANCE WITH THE <br /> REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY <br /> ACT <br /> WHEREAS, the City of Redwood City has prepared a new general plan for <br /> consideration by the Planning Commission and City Council of the City of Redwood <br /> City, which is intended to govern and guide the physical development of the City <br /> between now and the year 2030; and <br /> WHEREAS, the City has caused the preparation of a Final Environmental Impact <br /> Report for the proposed new general plan (the "Final EIR"), pursuant to the <br /> requirements of the California Environmental Quality Act (Public Resources Code <br /> Section 21000 et seq.; hereafter, "CEQA"), the Guidelines for Implementation of the <br /> California Environmental Quality Act (Title 14, Sections 15000 et seq. of the California <br /> Code of Regulations; hereafter, the "CEQA Guidelines"), and the applicable provisions <br /> of the City of Redwood City Municipal Code; and <br /> WHEREAS, the Draft Environmental Impact Report for the proposed new <br /> general plan ("Draft EIR") was published for public review and comment for 45 days <br /> beginning on May 11, 2010, and ending on June 24, 2010, and was filed with the State <br /> Office of Planning & Research under State Clearinghouse No. 2010052034; and <br /> WHEREAS, on May 18, 2010 the Planning Commission held a study session <br /> and on June 15, 2010 the Planning Commission held a duly noticed public hearing to <br /> receive public comment on the Draft EIR; and <br /> WHEREAS, the City prepared written responses to the comments received <br /> during the comment period and included these responses in a separate volume entitled <br /> "A New General Plan for Redwood City, Responses to Comments on the Draft EIR and <br /> Mitigation Monitoring and Reporting Program August 2010," which together with the <br /> Draft EIR constitutes the Final EIR; and <br /> WHEREAS, on September 7, 2010, a duly-noticed public hearing of the Planning <br /> Commission was held to consider the Redwood City Draft General Plan dated <br /> November 23, 2009 (hereafter, the New General Plan"), and the Final EIR, and to <br /> develop recommendations to the City Council regarding the New General Plan and the <br /> Final EIR; and <br /> ATTY/RESO/RES0.2055 <br /> 10/6/10 1 <br />
