7.A AttachrrEagR 23 • Impact 4.8-7: Due to the sloping topography of the hillside areas within the western and southern portions of the plan area, development allowed I by the New General Plan could be located in an area of potential inundation by seismic-related mudflow. Implementation of new policies and programs in the New General Plan intended to reduce and avoid risks associated with seismic-generated mudflows is expected to render this potential impact less than significant. 4.10 Noise • Impact 4.10-1: Existing and future noise levels at the locations of proposed residences and other noise sensitive developments allowable under the New General Plan could exceed the City's noise thresholds of acceptability. Adherence to New General Plan policies and programs designed to mitigate noise impacts to noise-sensitive land uses and areas is expected to reduce this potential impact to a less-than-significant level. • Impact 4.10-3: Estimated increased vehicular traffic and transportation and infrastructure improvements allowed for by the New General Plan could result in a permanent increase in ambient noise levels. However, this increase is not expected to be significant, and adherence to New General Plan policies and programs related to increased noise levels • and project-specific environmental review and noise analyses for future development projects are expected to ensure that any such increase remains less than significant. • Impact 4.10-4: Construction noise caused be development allowed under the New General Plan would cause a temporary or periodic increase in noise exposure above ambient levels. Several New General Plan policies and programs are intended to minimize the potential impacts relating to temporary construction noise, the implementation of which is expected to ensure that this impact is less than significant. 4.11 Population and Housing • Impact 4.11-2: Adoption of the New General Plan would promote infill development and mixed-use land uses which could indirectly lead to some limited displacement of existing housing and people. However, adoption of the New General Plan would not permit any site-specific development projects without further environmental analysis, and so would not directly result in any displacement of existing housing or people. In addition, the implementation of New General Plan policies and programs related to displacement of existing housing and people would help ensure that this potential impact remains less than significant.
