7.A Attach:TE R 25 various existing and new policies and programs would be implemented under the New General Plan to maintain and expand the City's park and recreation facilities to maintain an adequate supply of parklands and to prevent deterioration of park and recreational facilities and ensure that this potential impact remains less than significant. • Impact 4.13-2: Adoption of the New General Plan and its associated land use map would not provide any new parks and recreation areas within the plan area, the construction of which could result in adverse environmental impacts, and any such future facilities would be subject to environmental review pursuant to CEQA requirements. As a result, this impact is expected to remain less than significant. 4.14 Transportation • Impact 4.14-2: Elimination of the LOS standard for roadways within the Downtown would result in potential increases in congestion in the Downtown area that could result in LOS E or F operations. However, such congestion would be the result of increased vehicle trips resulting from new development, and not from elimination of the LOS standard for assessing the significance of traffic impacts. In addition, the New General Plan includes policies and programs which are expected to reduce vehicle trip generation and enhance non-automobile travel, therefore, this impact is considered less than significant. • Impact 4.14-4: Adoption of the New General Plan is not expected to result in an increase in hazards due to roadway design features or incompatible uses, because all new roadways will be designed and constructed to meet established roadway safety standards, and because the New General Plan contains numerous policies and programs intended to promote and ensure safe vehicle and non-vehicular travel in the City. As a result, this impact is expected to remain less than significant. • Impact 4.14-5: Adoption of the New General Plan is not expected to result in potentially inadequate emergency access in the Downtown, because the New General Plan is not expected to substantially degrade traffic flow in the Downtown area, because all new roadways will be designed and constructed to meet established roadway safety standards, and because the New General Plan contains numerous policies and programs intended to promote and ensure safe vehicle and non-vehicular travel in the City and ensure adequate emergency vehicle access. As a result, this impact is expected to remain less than significant. • Impact 4.14-6: The proposed policies and programs in the Land Use and Urban Form Chapter of the New General Plan do not conflict with the proposed policies and programs in the Circulation Chapter.
