However, the New General Plan contains various policies and programs designed to reduce the number and length of vehicle trips that occur in the City. Implementation of these policies and programs is expected to ensure that this impact is less than significant. III. Findings and Recommendations Regarding Significant Environmental Impacts A detailed analysis of the potential environmental impacts and the proposed mitigation measures for the New General Plan is set forth in Section 4.0 of the DEIR, as incorporated into the FEIR. The DEIR evaluated the Project's potential environmental impacts in 17 separate categories, and also evaluated the Project's potential cumulative impacts. The City Council concurs with the conclusions in the DEIR, as incorporated into the FEIR, that: (i) a majority of the Project's significant and potentially significant impacts will be rendered less than significant by the mitigation measures described and discussed below; and (ii) for those impacts that will not be rendered less than significant by such mitigation measures, there are overriding considerations that make those impacts acceptable to the City. 4.1 Aesthetics Impact 4.1-6: Development allowed by the New General Plan could increase buildings heights in Downtown which could introduce new shadow effects. a) Potential Impact. The impact identified above is described and discussed on page 4.1-43 of the DEIR. b) Mitigation Measures. FEIR Mitigation Measure 4.1-1 (pp. 4.1-45 to 4.1-46 of the DEIR) is hereby adopted and will be implemented by incorporating the policy described therein into the New General Plan to be adopted by the City. c) Findings. Based on the FEIR and the entire record before the City, the City Council finds that Mitigation Measure 4.1-1 will reduce shadow impacts to a less than significant level because each new project in the Downtown area would not be approved unless consistent with the New General Plan shadow policies that require evaluation of potential shadow impacts, set criteria for significant shadow impacts for the Downtown area and provide for mitigation of those impacts. Impact 4.1-7: Development allowed by the New General Plan could increase building heights along the major transportation corridors and Mixed-Use Waterfront Neighborhood. The increased building heights could have the potential to introduce new shadow effects that could substantially alter the existing visual character of the areas. a) Potential Impact.
