7.A AttachrrEage 38 4.11 Population and Housing Impact 4.1.1-1: Adoption of the New General Plan would allow development of up to 9,103 additional dwelling units in the plan area and potentially create 28,002 jobs,which would directly and/or indirectly induce population growth. a) Potential Impact. The impact identified above is described and discussed on pages 4.11-9 to 4.11-10 of the DEIR. b) Mitigation Measures. FEIR Mitigation Measure 4.11-1 (p. 4.11-11 of the DEIR) is hereby adopted and will be implemented by incorporation into the New General Plan to be adopted by the City. c) Findings. Based on the FEIR and the entire record before the City, the City Council finds that Mitigation Measure 4.11-1 would reduce impact of population growth to a less-than-significant level because, as explained in the discussion of Potential Impact 4.11-1, the New General Plan, as proposed, anticipates growth that is only slightly greater than the growth anticipated under the existing 1990 General Plan. The potential adverse effects of this marginal increase in growth are largely mitigated by various policies in the proposed New General Plan,which anticipate this new growth and provide programs to ensure adequate housing, jobs, and infrastructure to accommodate the anticipated growth. However, there remains some uncertainty with respect to the sufficiency of the City's water supplies to meet the demands of this anticipated growth. This uncertainty with respect to available water supplies is the basis for the City's determination that this impact may be significant. Mitigation Measure 4.11-1 would reduce this impact to a less-than-significant level by modifying a policy in the proposed New General Plan to preclude the City from approving any new development proposal under the New General Plan unless it is demonstrated, as required by Water Code Section 10910 and/or Government Code Section 66473.7, that there will be sufficient available water supplies to meet the demands of the new development proposal and all other existing and planned uses served by the City's water system, over the 20-year planning period for the New General Plan. 4.14 Transportation Impact 4.14-1: New development allowed under the New General Plan could cause an increase in traffic that is substantial in relation to the existing traffic load and capacity of the roadway system and result in unacceptable service levels on some roadway segments based on current LOS policy. a) Potential Impact. The impact identified above is described and discussed on pages 4.14-30 to 4.14-58 of the DEIR. b) Findings. Based on the FEIR and the entire record before the City, the City Council finds that: (i) Mitigation Measures.
