6.1E <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 11, 2010 <br /> SUBJECT <br /> Award of Contract— Marshall Street Garage & Jefferson Underpass Repainting Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Marshall Street Garage & Jefferson Underpass Repainting Project to Tony Painting <br /> of Garden Grove, for their responsive and responsible low bid of $158,915.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded. <br /> BACKGROUND <br /> The Marshall Street Garage was constructed in 1994 and the Jefferson Avenue <br /> Underpass was completed in 1999. Both facilities require repainting as the existing <br /> surfaces are blistered and faded due to regular wear (exposure) and are dissimilarly <br /> colored due to graffiti activity. Repainting these two facilities will protect the structures <br /> and make them more aesthetically appealing. After meeting with maintenance staff and <br /> consulting with product representatives and the architect, staff recommends repainting <br /> facilities the same color as existing. The walls will have a flat finish which provides for <br /> better coverage in the event of graffiti vandalism. Enamel based paint will be used on <br /> metal surfaces. <br /> Seven (7) contractors submitted bids for this project as shown below: <br /> Bidder Bid Amount <br /> Tony Painting—Garden Grove $158,915.00 <br /> TPA Construction, Inc. -- Rocklin 250,000.00 <br /> Paramount Painting, Inc. --Anaheim 279,200.00 <br /> On Point Construction --Millbrae 284,970.00 <br /> MK Construction Co. --Millbrae 284,980.00 <br /> Industrial Coating & Restoration--Oceanside 434,600.00 <br /> Fix Painting Company—Woodland Hills 471,000.00 <br /> Engineer's Estimate $250,000.00 <br /> Recommended Bidder: Tony Painting <br /> 9 <br /> Substantiation: Tony Painting is the lowest responsive and responsible bidder. <br /> The low bid of $158,915.00 submitted by Tony Painting is 36% less than engineer's <br /> estimate. Staff believes the variance is due to a very competitive bidding environment. <br /> Tony Painting is experienced in painting garage structures. They have successfully <br /> completed municipal parking garage painting projects valued at over $200,000.00 for <br /> the cities of Santa Monica and Beverly Hills. Based on the bids received, staff believes <br /> that the low bid is reasonable and recommends awarding the contract to Tony Painting. <br /> ALTERNATIVES <br /> Council may choose not award the contract for Marshall Street Garage & Jefferson <br /> Underpass Repainting Project and direct staff to reject bids, redesign the project, and <br /> repeat the public bidding process. <br />
