6.3A Pagc 1 REPORT To the Honorable Mayor and City Council From the City Manager October 11, 2010 SUBJECT Installation of Stop Signs on Palm Avenue at Oxford Street RECOMMENDATION Approve, by resolution, the installation of stop signs on Palm Avenue at the intersection with Oxford Street. BACKGROUND Many residents living near the intersection of Palm Avenue and Oxford Street are concerned with traffic safety and undesirable driving behavior in the neighborhood. Staff has evaluated the conditions at this intersection and recommends that new stop signs be installed on Palm Avenue at its intersection with Oxford Street. Oxford Street, (the minor-volume street) is already stop-controlled and would remain stop-controlled. As proposed, Palm Avenue, (the major-volume street) would be stop-controlled and the intersection would then become a multi-way (four-way) stop-controlled intersection. The city has an adopted stop sign policy for Iocalresidential roadways. (Please see Attachment 3). The subject intersection meets two criteria set forth in the policy. The two criteria are traffic volume and number of reported accidents. Palm Avenue carries approximately 2,700 vehicles per day and Oxford Street carries approximately 1,500 vehicles per day. Also,police records show ten reported accidents within the last five years, three of those occurring in 2009. The proposed stop signs will improve pedestrian safety and convenience at this intersection. Hawes Elementary School is located approximately two blocks from the intersection of Palm Avenue and Oxford Street and is within walking distance for students. The residents of the neighborhood submitted a petition requesting the installation of all- way stop control at the intersection of Palm Avenue and Oxford Street. The petition was signed by 33 residents living near the intersection including the four properties at the corners of the intersection. Stop sign installations are permanent. Once installed, stop signs should not be removed because of the potential for confusion. There are some negative impacts associated with the proposed installation including increased braking and accelerating by vehicles and increased travel times. If approved, installation of the new stop signs will begin within two weeks.
