RD 10- <br /> A RESOLUTION OF THE REDWOOD CITY REDEVELOPMENT <br /> AGENCY APPROVING MODIFICATIONS TO THE STOREFRONT <br /> IMPROVEMENT PROGRAM AND DESIGN ASSISTANCE SERVICES <br /> PROGRAM AND AUTHORIZING EXECUTIVE DIRECTOR TO <br /> EXECUTE ALL NECESSARY IMPLEMENTATION DOCUMENTS <br /> WHEREAS, the Redevelopment Agency initially adopted the Storefront <br /> Improvement Program ("SIP") to help stimulate private investment and upgrade the <br /> appearance of commercial properties in the Downtown portion of the Redevelopment <br /> Project Area; and <br /> WHEREAS, for a variety of reasons, participation in SIP has not been as high as <br /> the Agency had hoped; and <br /> WHEREAS, Agency staff has reviewed similar programs in other communities <br /> and interviewed downtown business and property owners for input on how to improve <br /> the SIP; and <br /> WHEREAS, based on this information, staff recommends the addition of a <br /> Design Assistance Services ("DAS") program, whereby SIP grant recipients would be <br /> eligible to be reimbursed for certain design costs; and <br /> WHEREAS, additional proposed modifications to the SIP include expanding the <br /> improvements b <br /> area eligible for grants and requiring m aintenance of the p rovements y g rant <br /> recipients for a stated period of time; and <br /> WHEREAS, the approved Agency Budget for Fiscal Year 2010/2011 has <br /> approximately $402,000 available for the SIP and DAS programs; <br /> NOW THEREFORE, BE IT RESOLVED BY THE REDWOOD CITY <br /> REDEVELOPMENT AGENCY AS FOLLOWS: <br /> SECTION 1. The Agency hereby approves the proposed modifications to the <br /> Storefront Improvement Program and the DAS program, as described in the "Summary <br /> of Modified Storefront Improvement Program (SIP) and Design Assistance Services <br /> (DAS) Terms," ( Exhibit A). <br /> SECTION 2. The Agency Executive Director is hereby authorized to execute all <br /> documents and agreements necessary to implement the SIP, including the DAS <br /> program and the Grant and Maintenance Agreement, in substantially the form attached <br /> hereto as Exhibit B, subject to any technical and clarifying changes approved by the <br /> City Attorney. <br /> ATTY/RESO/RESO.2051 <br /> 9/29/1 0 1 <br />
