6.3D <br /> Page 4 <br /> Contract Code, which authority, if so delegated is supplemental to and consistent with the <br /> City Charter; and <br /> WHEREAS, the City Council has designated the City Manager as the Director of <br /> Emergency Services, and wishes to delegate the authority and discretion to the City <br /> Manager to waive public bidding in the event the City Manager declares an emergency <br /> (Municipal Code Sections 10.5 and 10.6) and it is necessary to safeguard, life, health, <br /> property, or essential services, subject to review through the process detailed in the Public <br /> Contract Code Section 22050. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> REDWOOD CITY, AS FOLLOWS: <br /> 1. The City Council delegates to the City Manager, as the Director of Emergency <br /> Services, the authority and discretion to waive public bidding in the event the City <br /> Manager declares an emergency (Municipal Code Sections 10.5 and 10.6) and <br /> based on substantial evidence finds that the emergency will not permit a delay <br /> resulting from competitive solicitation for bids and further finds such action is in the <br /> public interest and necessary to safeguard life, health, property, or essential <br /> services, subject to review through the process detailed in the Public Contract Code <br /> as it may be amended from time to time. <br /> 2.
