On November 23, 2009, the City Council generally <br /> concurred with the proposed draft New General Plan and directed staff to complete the <br /> New General Plan and Environmental Impact Report (ER). The New General Plan and <br /> Final Environmental Impact Report (consisting of the Draft EIR and Responses to <br /> Comments) were reviewed by the Planning Commission on September 7, 2010. At that <br /> meeting the Planning Commission recommended certification of the Final EIR and <br /> adoption of the New General Plan to the City Council. (Please refer to Planning <br /> Commission minutes dated September 7, 2010 —Attachment 4.) <br /> To ensure clarity with respect to the action before the City Council, the following <br /> summary of documents under consideration is provided: <br /> • Draft New General Plan dated November 2009 (distributed to the City Council and <br /> discussed at joint hearings with the Planning Commission); <br /> • Draft EIR dated May 2010 (distributed to the City Council on May 13, 2010); <br /> • A New General Plan for Redwood City: Response To Comments (RTC) on the Draft <br /> EIR and Mitigation Monitoring and Reporting Program (MMRP), dated August 2010 <br /> (distributed to the City Council on September 9, 2010); <br /> • General Plan Revision Matrix and Attachments (distributed to the City Council on <br /> September 30); <br /> • Resolutions including findings pertinent to EIR certification and plan adoption <br /> (Attachments 1 and 2); and <br /> • New information, correspondence and errata sheet (attached to this staff report). <br /> The Final EIR incorporates the Draft EIR dated May 2010 and the RTC/MMRP <br /> document dated August 2010. <br /> The General Plan Revision Matrix, referenced above and previously provided, identifies <br /> changes proposed to be made to the New General Plan by chapter and issue. The <br /> changes in this matrix incorporate the following: <br /> • Direction given by Planning Commission and City Council on November 23, 2009; <br /> • Modifications required by the State Housing and Community Development <br /> Department; <br /> • Revisions identified in the Draft EIR analysis as deemed appropriate by the New <br /> General Plan staff and consultant team to allow for the integration of best practices <br /> or mitigation measures into the New General Plan as a means to most effectively <br /> address the environmental impacts associated with the plan; <br /> • <br /> Changes made in response to comments received on either the Draft EIR or the <br /> draft New General Plan from members of the public or other City Commissions, in so <br /> far as they were deemed to be consistent with Council direction or identified areas <br /> where corrections or other improvements were needed; <br /> • Enhancements identified by staff, consistent with Council direction; and <br /> • Other minor edits. <br /> This matrix, the previous New General Plan dated November 2009 (with the yellow <br /> highlights); and any other revisions proposed by staff, suggested by the Planning <br /> Commission and the City Council will be integrated into one complete and final <br />
