(iii) Contractor will provide no religious instruction or counseling, conduct no <br /> religious worship or services, engage in no religious proselytizing, and exert no other <br /> religious influence related to the Project; <br /> (iv) The portion of a facilities related to the Project will contain no religious <br /> symbols or decorations. <br /> 22. UNIFORM ADMINISTRATION REQUIREMENTS. Contractor will comply <br /> with the requirements and standards of the Community Development Block Grant <br /> Regulations, OMB Circular A -122, Cost Principles for Non - Profit Organizations, as <br /> amended, OMB Circular A -110, Uniform Administrative Requests for Grants and <br /> Agreements, as amended, and all other federal, state, and local laws, regulations and <br /> requirements, as applicable. <br /> 23. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL <br /> REQUIREMENTS. Contractor agrees to be bound by the Labor Laws of the State of <br /> California, and applicable Federal requirements. A paragraph shall be incorporated in <br /> every agreement between Contractor and third parties in connection to the Project <br /> stating that the third party must comply with California Labor Laws and applicable <br /> Federal requirements. Pursuant to 42 USC 5310, all laborers and mechanics employed <br /> by contractors or subcontractors in the performance of construction work financed in <br /> whole or in part with assistance received from the Community Development Block <br /> Grant Funds shall be paid wages at rates not Tess than those prevailing on similar <br /> construction in the locality as determined by the Secretary of Labor in accordance with <br /> the Davis -Bacon Act, as amended (40 U.S.C. 276a-- 276a -5): Provided, that this section <br /> shall apply to the rehabilitation of residential property only if such property contains not <br /> less than 8 units. The Secretary of Labor shall have, with respect to such labor <br /> standards, the authority and functions set forth in Reorganization Plan Numbered 14 of <br /> 1950 (15 F.R. 3176; 64 Stat. 1267) and section 276c of title 40, as may be amended <br /> from time to time.
