7 :45 -8:00 p.m. — Recess <br />8. STAFF REPORT - <br />CONVENE THE REDEVELOPMENT AGENCY MEETING <br />A. Proposed International Cycling Event (proposed world class bicycle race <br />titled "2003 Sea Otter Classic Elite Road Stage Race "); (304) <br />This is a joint item with the Redevelopment Agency, Item 5.A, January 13, 2003 — <br />please refer to the minutes of the Redevelopment Agency meeting for detail. <br />M/S Howard /Jordan approving that the City of Redwood City and the Redwood <br />City Redevelopment Agency host a proposed world class bicycle race, the "2003 <br />Sea Otter Classic Elite Road Stage Race ", and authorize a budget appropriation <br />from un- appropriated Redevelopment funds for public support and in -kind services <br />in an amount not to exceed $25,000. The motion passed by a unanimous voice <br />vote. MINUTE ORDER 03 -16 <br />ADJOURN THE REDEVELOPMENT AGENCY MEETING <br />9 :45 -10 :00 p.m. — Recess <br />B. Water Shortage Contingency Plan (desired policy for allocation of water <br />during the next drought); <br />Public Works Services Superintendent Rosas stated that no decisions are to be <br />made but that staff is seeking direction on the Council's policy on how to deal with <br />a future water shortage. Mr. Rosas stated that the threat of a drought can happen <br />any year and with the vulnerability of the Hetch Hetchy system, the fact that <br />Redwood City is purchasing more water than the contractual supply limit, makes <br />matters worse. The contingency plan identified the criteria for action at each stage <br />of shortage. <br />Public Works Services Ingram stated that statistically, we are on the cusp of a <br />drought and stated that it is prudent to discuss at this time so that <br />recommendations can be developed based on equitability and Council direction. If <br />a shortage occurs, this plan will serve as a tool and used to manage the City in a <br />drought.
