10/11/2010 <br />Attachment 1.A <br />associated with the use, storage, generation and disposal of hazardous <br />materials is expected to render this potential impact less than significant. <br />• Impact 4.7 -2: Adoption of the New General Plan would allow the <br />redevelopment of sites with known or unknown soil and /or groundwater <br />contamination and /or buildings containing asbestos or lead -based paint, <br />which could expose construction workers and /or the public to these <br />hazardous materials. Implementation of policies and programs in the <br />New General Plan is expected to minimize the risks associated with such <br />redevelopment activities, ensuring that this potential impact will be less <br />than significant. <br />• Impact 4.7 -3: Adoption of the New General Plan would allow for new <br />development within an area covered by an adopted airport land use plan. <br />Policies and implementation programs in the New General Plan related to <br />aviation safety would consider established airport safety zones and would <br />achieve consistency between the New General Plan and applicable airport <br />land use plans, making this potential impact less than significant. <br />• Impact 4.7 -4: Adoption of the New General Plan would allow for new <br />development and an increase in population and housing, which could <br />introduce additional traffic and potentially impact emergency response and <br />evacuation planning. The New General Plan contains several new policies <br />and implementation programs to improve emergency services in the City, <br />the implementation of which is expected to reduce this potential impact to <br />a less- than - significant level. <br />• Impact 4.7 -5: Adoption of the New General Plan would allow <br />development in areas that are at risk for wildland fires. Compliance with <br />existing state and local fire regulations, together with the implementation <br />of New General Plan policies and programs designed to reduce potential <br />risks associated with wildland fires, will ensure that this potential impact <br />is less than significant. <br />4.8 Hydrology and Water Quality <br />• Impact 4.8 -1: Construction activities associated with development <br />allowed by the New General Plan could disturb surface soils by grading, <br />earthmoving, and vegetation removal, which could result in erosion, <br />sedimentation, and contamination of storm water runoff, potentially in <br />violation of water quality standards. Adherence to federal, state and <br />regional water quality regulations, including the Clean Water Act and <br />Regional Water Quality Control Board regulations, and implementation of <br />new policies and programs in the New General Plan designed to maintain <br />and enhance water quality, is expected to minimize this potential impact to <br />a less - than - significant level. <br />ATTY /RESO /RESO.2055 /ATTACHMENT1.A 7 #15059 <br />10/13/10 MUFF # 601 <br />
