10/11/2010 <br />Attachment 1.A <br />on pages 4.1 -46 to 4.1 -47 of the DEIR. <br />b) Mitigation Measures. The following mitigation measures are hereby <br />adopted and will be implemented by incorporating the new policies described therein into <br />the New General Plan to be adopted by the City: <br />FEIR Mitigation Measure 4.1 -2 (p. 4.1 -47 of the DEIR). <br />FEIR Mitigation Measure 4.1 -3 (p. 4.1 -47 to 4.1 -48 of the DEIR). <br />C) Findings. Based on the FEIR and the entire record before the City, the <br />City Council finds that Mitigation Measures 4.1 -2 and 4.1 -3 will reduce shadow impacts <br />to a less than significant level because new projects in the major transportation corridors <br />and Mixed -Use Waterfront Neighborhood would not be approved unless consistent with <br />New General Plan shadow policies that require evaluation of potential shadow impacts, <br />set criteria for significant shadow impacts for the major transportation corridors and <br />Mixed -Used Waterfront Neighborhood and provide for mitigation of those impacts. <br />Impact 4.1 -8: Development allowed by the New General Plan could increase <br />building heights in Public Facilities, Schools, and Neighborhood Commercial areas <br />adjacent to Low Density and Medium Density residential areas, and introduce new <br />shadow effects in shadow - sensitive areas that could substantially alter the existing <br />visual character of those areas. <br />a) Potential Impact. The impact identified above is described and discussed <br />on pages 4.1 -48 to 4.1 -49 of the DEIR. <br />b) Mitigation Measures. FEIR Mitigation Measure 4.1 -4 (p. 4.1 -49 of <br />the DEIR) is hereby adopted and will be implemented by incorporating the new policy <br />described therein into the New General Plan to be adopted by the City. <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.1 -4 will reduce shadow impacts to a <br />less than significant level because new development and redevelopment projects in the <br />Public Facilities, Schools, and Neighborhood Commercial areas would not be approved <br />unless consistent with the New General Plan shadow policies that require evaluation of <br />potential shadow impacts, set criteria for significant shadow impacts in the Public <br />Facilities, Schools, and Neighborhood Commercial areas and provide for mitigation of <br />those impacts. <br />Impact 4.1 -9: The increased density and intensity of urban development <br />allowed in the plan area could introduce new sources of light and glare, specifically <br />within Downtown, the Bayfront, and the surrounding neighborhoods. <br />a) Potential Impact. The impact identified above is described and discussed <br />on page 4.1 -50 of the DEIR. <br />b) Mitigation Measures.
