10/11/2010 <br />Attachment 1.A <br />the City Council finds that Mitigation Measures 4.4 -5a and 4.4 -5b will reduce impacts <br />to active bat roosts and special status species bats because project proponents will be <br />required to consult with the California Department of Fish and Game (CDFG) to avoid <br />impacts to active bat roosts, and if avoidance is not feasible, project proponents will be <br />required to implement mitigation measures to preserve, enhance, and /or restore active bat <br />roosts and habitat in the vicinity of the project area according to CDFG standards. <br />Impact 4.4 -6: Development allowed by the New General Plan could result <br />in the potential spread of invasive weeds in the hillsides, creekside and waterfront <br />areas. <br />a) Potential Impact. The impact identified above is described and discussed <br />on page 4.4-38 of the DEIR. <br />b) Mitigation Measures. The following mitigation measures are hereby <br />adopted and will be implemented as provided in the Mitigation Monitoring and Reporting <br />Program: <br />FEIR Mitigation Measure 4.4 -6a (p. 4.4-38 of the DEIR). <br />FEIR Mitigation Measure 4.4 -6b (p. 4.4 -3 8 of the DEIR). <br />C) Findings. Based on the FEIR and the entire record before the <br />City, the City Council finds that Mitigation Measures 4.4 -6a and 4.4 -6b, together <br />with implementation of General Plan Policy NR -8.3, would reduce the impacts from <br />the potential spreading of invasive weeds to a less - than- significant level because the <br />policy would require replacement and control of invasive weeds and restoration of native <br />species in sensitive areas, and the mitigation measure would require invasive weeds to be <br />identified and mapped prior to consideration of new development projects, and require <br />development sites to be monitored to detect the establishment of new populations of <br />invasive weeds after construction. <br />AM /RESO /RESO.2055 /ATTACHMENT1.A 20 #15059 <br />10/13/10 MUFF # 601 <br />
