10/11/2010 <br />Attachment 1.A <br />Impact 4.5 -4: Ground - disturbing activities associated with construction <br />of new development allowed under the New General Plan could impact previously <br />undiscovered human remains. <br />a) Potential Impact. The impact identified above is described and discussed <br />on page 4.5 -25 of the DEIR. <br />b) Mitigation Measures. The following mitigation measures are hereby <br />adopted and will be implemented as provided in the Mitigation Monitoring and Reporting <br />Program: <br />FEIR Mitigation Measure 4.5 -3a (p. 4.5 -26 of the DEIR). <br />FEIR Mitigation Measure 4.5 -3b (p. 4.5 -26 of the DEIR). <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measures 4.5 -3a and 4.5 -3b would reduce the <br />impacts relating to undiscovered human remains to a less - than - significant level because <br />they would require (i) that construction crews be trained regarding the possible presence <br />of archaeological and human remains and the laws and procedures for protecting such <br />remains, (ii) work stoppage if such remains are discovered, (iii) consultation with the San <br />Mateo County Coroner and a qualified archaeologist concerning appropriate treatment of <br />such remains, and (iv) the implementation of appropriate measures based on consultation <br />with the Coroner and archaeologist. <br />4.6 Geology and Soils <br />Impact 4.6 -1: The plan area is subject to a number of potential seismic <br />hazards, including ground shaking, landslides, liquefaction, and lateral spreading <br />that would affect future development allowed under the New General Plan. <br />a) Potential Impact. The impact identified above is described and discussed <br />on pages 4.6 -15 to 4.6 -16 of the DEIR. <br />b) Mitigation Measures. FEIR Mitigation Measure 4.6 -1 (p. 4.6 -16 <br />of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br />Monitoring and Reporting Program. <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.6 -1 would reduce impacts from <br />seismic activities to a less - than - significant level because where seismic hazards cannot <br />be mitigated through existing regulatory requirements and new policies in the proposed <br />New General Plan, the City will use open -space easements and other land use regulatory <br />restrictions to limit development on such sites and thereby avoid public safety hazards. <br />AM /RESO /RESO.2055 /ATTACHMENT1.A 22 #15059 <br />10/13/10 MUFF # 601 <br />
