findings, conclusions, mitigation measures and statements set forth in the Findings And <br />Statements Required By The California Environmental Quality Act, dated October 11, <br />2010, and attached hereto as Attachment 1.A, whereby the City specifically finds that: <br />a. Changes or alterations have been required in, or incorporated into, <br />the project which avoid or substantially lessen the significant environmental <br />effects as identified in the Final EIR; or <br />b. Such changes or alterations are within the responsibility and <br />jurisdiction of another public agency or agencies and not the City, and such <br />changes should be adopted by such other agency or agencies; or <br />C. Specific economic, legal, social, technological, or other <br />considerations, including provisions of employment opportunities for highly <br />trained workers, make infeasible the mitigation measures or project alternatives <br />identified in the Final EIR; <br />as required by and pursuant to Section 15091 of the State CEQA Guidelines. <br />B. Pursuant to Section 15091 of the State CEQA Guidelines, the City Council <br />hereby determines that any subsequent actions or approvals to implement the proposed <br />New General Plan shall be based on and subject to the findings, conclusions, mitigation <br />measures and statements set forth in the Findings And Statements Required By The <br />California Environmental Quality Act, dated October 11, 2010, and attached hereto as <br />Attachment 1.A. <br />C. This Resolution is effective upon its adoption. <br />
