10/11/2010
Attachment 1.A
to the community and its future residents that will improve the quality of life in Redwood
City.
2. Providing for a reg ater percentage of new residential development
in close proximity to employment opportunities and necessary and desirable public
services An important goal of the New General Plan's urban form and land use strategy
is to create a community in which residents can comfortably walk or bicycle to school,
work, market, civic and leisure activities. (See p. BE -7) The New General Plan contains
many policies and programs designed to increase the density of residential development
in certain areas, including the Downtown, thereby placing greater numbers of residents
within walking or bicycling distance of public transit, jobs, markets, and other amenities
and promoting a more active lifestyle that is less dependent upon automobiles. (See
pp. BE -55 through BE -58, BE -62 through BE -95)
3. Reducing the number of vehicle trips that occur in the City and
the number of vehicle miles traveled by residents of the City Motor vehicle trips are the
biggest source of air pollution and greenhouse gas emissions in California. Reducing the
number and length of vehicle trips by residents of Redwood City will benefit Redwood
City residents, both directly and indirectly, by improving local air quality, alleviating
traffic congestion on local streets and roadways, contributing to regional and statewide
efforts to reverse or slow global warming, reducing local energy consumption, and
contributing to broader efforts to reduce our nation's dependency on foreign oil and
petroleum products. In addition, shortening the length of commuter trips and other
vehicle trips will reduce the time spent in vehicles, enabling residents to devote more
time to more productive or desirable activities. (See pp. BE -97 through BE -159)
4. Promoting economic development and increasing the number of job
opportunities available to City residents The New General Plan contains numerous
policies and programs designed to promote economic development and increase the
number of jobs available in Redwood City. From generating taxes and other revenues
to fund public services and facilities, to providing housing opportunities for the City's
diverse population, to providing jobs to support the residents and families in the City, a
healthy, thriving economy is critical to achieving the goals and objectives of the New
General Plan. The New General Plan will expand the City's economic development
initiatives and programs to promote an improved and vibrant local economy. (See New
General Plan, pp. BE -161 through BE -193 )
5. Reducing the volume of greenhouse gas emissions generated by
residents and activities in the City and developing strategies to address adverse impacts
of global warming, such as rising sea level While the causes of global climate change
extend well beyond the borders of Redwood City, coastal and shoreline cities such as
Redwood City are particularly vulnerable to the risks associated with rising sea level.
The New General Plan contains various policies and programs to minimize greenhouse
gas emissions from sources in Redwood City and to reduce the risks associated with
rising sea level. (See, e.g., Land Use Goals BE -1, BE -22 and BE -24 and associated
policies and implementation programs (New General Plan pp. BE -62, BE -77 to BE -79,
ATTY /RESO /RESO.2055 /ATTACHMENT1.A 40 #15059
10/13/10 MUFF # 601
