10/11/2010 <br />Attachment 1.A <br />A New General Plan for Redwood City Environmental Impact Report <br />Findings and Statements Required by the California Environmental Quality Act <br />(Public Resources Code section 21000 et seq) <br />I. Introduction <br />On behalf of the City of Redwood City (the "City "), and pursuant to the <br />California Environmental Quality Act ( "CEQA "), the Planning, Housing, and Economic <br />Development Department of the City has prepared a Final Environmental Impact Report <br />(the "FEIR" or the "Final EIR ") for the New General Plan for Redwood City Project. <br />The Project is the adoption and implementation of the City's New General <br />Plan, published as the Redwood City Draft General Plan and dated November 23, 2009 <br />(hereafter, the "New General Plan "). The City is the lead agency for the FEIR. <br />The City's Planning Commission has reviewed the FEIR and the proposed New <br />General Plan and recommended that the City Council certify the FEIR and approve the <br />New General Plan. The City Council has independently reviewed the FEIR and New <br />General Plan, and considered the Planning Commission's recommendation, and in the <br />exercise of its independent judgment, makes the following findings of fact and statements <br />of overriding considerations (collectively, the "Findings ") to support its certification of the <br />FEIR and approval of the New General Plan Project. These Findings contain the City <br />Council's written analysis and conclusions regarding the Project's environmental effects, <br />mitigation measures, alternatives to the proposed Project, and the overriding considerations <br />which, in the City Council's view, justify the approval of the Project despite its potential <br />environmental effects. These Findings are based upon the entire record of proceedings for <br />the FEIR, as described below. <br />Section 65300 of the California Government Code requires each city and county in <br />California to adopt "a comprehensive, long -term general plan for the physical development <br />of the county of city, and of any land outside its boundaries which in [its] planning <br />agency's judgment bears relation to its planning." The New General Plan is intended to <br />guide the City's development over a 20 -year planning period that would terminate in 2030. <br />It establishes goals, policies, and implementation programs for the long -term physical <br />development, quality of life and public safety in the community. <br />Redwood City is located in the San Francisco Bay Area on the San Francisco <br />Peninsula in Southeastern San Mateo County. The area covered by the New General Plan <br />for the City consists of the corporate limits of the City as well as lands within the City's <br />"sphere of influence," as determined by the Local Agency Formation Commission <br />( "LAFCo ") of San Mateo County. <br />The approval necessary for implementation of the Project is the adoption of the <br />New General Plan by a resolution by the City Council. <br />ATTY /RESO /RESO.2055 /ATTACHMENT1.A 1 #15059 <br />10/13/10 MUFF # 601 <br />
