! , A6 <br />LEAGUE BAY AREA DIVISIONS, HOUSING ASSOCIATION, SPONSOR HOUSING <br />WORKSHOPS: SOUTHERN CALIFORNIA WORKSHOPS SET FOR MARCH 5 <br />In a historic, new partnership, the League and <br />the Non -Profit Housing (NPH) Association of <br />Northern California joined forces to educate city <br />and civic leaders on Proposition 46, the voter - <br />approved bond that makes $2.1 billion available for <br />housing in California. <br />More than 170 civic and community leaders <br />attended two housing workshops in late January <br />on accessing Proposition 46 housing money, <br />sponsored by NPH and the Peninsula and East <br />Bay divisions of the League. The workshops, held <br />in San Jose and San Francisco, drew participants <br />from as far away as South Lake Tahoe. <br />Conference participants were enthusiastic <br />about accessing the housing funds and many said <br />their cities were ready to submit applications on <br />opening day in earlier this month. Panelists en- <br />couraged those present to contact them for <br />additional information or help with their applica- <br />tions. Pavao stressed the importance of submit- <br />ting applications in a timely manner as they <br />anticipate the amount applied for will exceed the <br />amount in -hand. Pavao, deputy <br />director of the Department of Housing and Com- <br />munity Development (HCD), Ken Williams, chief <br />of California's Housing Finance Agency's <br />Homeownership Special Programs Unit and Rick <br />Judd from the law firm of Goldfarb & Lipman, who <br />discussed changes in state statute and how they <br />affected cities. <br />Pavao spoke about implementing Prop 46, the <br />available funding, dispersal schedule and eligibility <br />requirements. He encouraged attendees to seek <br />ways to make use of the bond money, which is <br />expected to make the largest contribution to <br />California's housing stock since the Roberti Bonds <br />were passed in the late 1980's and early 1990's. <br />Pavao walked participants through several HCD- <br />administered programs, including the Multifamily <br />Housing Program, the Housing Trust Fund and the <br />Jobs Housing Improvement Account. <br />Williams introduced CaIHFA programs avail- <br />able to help people secure housing, and the <br />assistance available to help communities connect <br />renters and first -time home buyers with affordable <br />housing program funds. He highlighted the re- <br />quirements of the California Homebuyer <br />Downpayment Assistance Program, California <br />Housing Loan Insurance Fund, School Facilities <br />Fee Assistance Program and the Extra Credit <br />Teachers Downpayment Assistance Program. <br />Los Angeles Division Plans Similar Workshop <br />A third workshop, sponsored by the League's <br />Los Angeles Division and the Southern California <br />Non -Profit Housing Association, is planned March <br />5 in Pasadena.
