W , I r , I <br />March 10, 2003 <br />Subject <br />Final Acceptance— Friendly Acres Area Storm Drain Improvements — Phase II <br />Engineering File No. 801 -04 <br />Recommendation <br />Accept the Friendly Acres Area Storm Drain Improvements — Phase II Project, and <br />authorize the release of bonds. <br />Background <br />Within the last 50 years during the winter storm season, 29 of those years have been <br />plagued with severe flooding of streets and homes in the Friendly Acres neighborhood. <br />The causes of the flooding are due to the absence of a local collection system, an <br />insufficient regional transmission system, and an inadequate pumping capacity. <br />This project is the second phase in implementing the Drainage Improvement Program, <br />as described in the Strategy Plan submitted to the City Council on January 20, 2000. <br />The phase one project was ended at 5"' Avenue before Rolison Road with a 66 -inch <br />storm drainage pipe and cap. The scope of this project is to connect the existing 66- <br />inch storm drainage pipe and continue the installation of a new 66 -inch pipe under <br />Highway 101 and end at Harbor Village Mobile Home Park before the existing pump <br />station. <br />City Council awarded this contract to McGuire and Hester of Oakland, California, for an <br />amount of $1,139,510. Three Change Orders were issued for a total amount of <br />$84,189.70, which represents 7.4% of the original bid price for a revised total amount of <br />$1,223,669.70. <br />All work was completed in conformance with the Contract Documents, and to the <br />satisfaction of Engineering & Construction Services. <br />Alternative <br />Do not accept the Friendly Acres Area Storm Drain Improvements — Phase II project, <br />which would be contrary to prior Council action. <br />
