March 24, 2003 <br />Subject <br />Redwood Shores Community Library Grant Application <br />Recommendation <br />Approve the resolution a) approving submittal of grant application for funds in the amount <br />of $10.1 million from the State of California Reading and Literacy Improvement and Public <br />Library Construction and Renovation Bond Act of 2000; b) certifying the Redwood Shores <br />community library project budget, local capital funding commitment, supplemental funds, <br />and public library operation; and 3) approving the joint school cooperative agreements with <br />the Belmont/Redwood Shores School District and the Sequoia Union High School <br />Background <br />On September 23, 2002, Council authorized Anderson BruI6 Architects, Inc. and City staff <br />to move forward and develop a Library Bond Act grant application for construction of a <br />branch library in Redwood Shores. From September 2002 through March 2003, staff <br />engaged the Redwood City community and in particular, the Redwood Shores <br />neighborhood, in an extended dialogue and needs assessment process. What staff heard <br />from the community, validates for the need for a branch library, and that there is a need for <br />community spaces for library programs and other activities. Based on these comments <br />and a strong desire by the community for community meeting spaces, the Architect <br />developed a program for a 22,500 square feet library building, which is larger than staffs <br />original estimation. Consequently, the project costs exceed the initial estimated <br />construction costs provided previously. <br />On March 10, 2003, Council approved a Motion of Intent to adopt Resolutions A through G <br />of the Redwood Shores Community Library Grant Application. We are now requesting <br />formal approval of those resolutions, which have been incorporated into one Resolution. <br />The certification is a required component of the Redwood Shores Community Library Grant <br />Application. The deadline for the second round of applications is March 28, 2003. <br />Library Project Budget - The total budget for the library project is $16.96 million (includes <br />$3.86 million land value). The City's matching costs are $1.58 million in cash plus the <br />value of the land, which is estimated at $3.86 million. In addition to the matching costs, the <br />City must fund $1.4 million in supplemental funding.' Therefore, the total cost to the City is <br />$2.99 million ($1.58 million + $1.4 million) and the land. <br />1 The high supplemental funding costs are primarily attributed to the difference between what the project <br />will actually cost to build and the amount the state allows towards the costs of construction. Additionally, <br />Redwood City's costs are escalated because we plan to build further out to have an opening date no <br />sooner than July 2007. State allows $256 /square foot. If opening date is July 2007, cost to build is <br />$307 /sf. <br />628 -1 <br />
