l6o "2 0 20 <br />Site Selection Summary <br />Describe why the proposed site was selected and why it is the best available location for the proposed public library project. If there <br />are problems with the proposed site, are there mitigating circumstances that lessen the negative impact of the problem or <br />problems? Describe any proposed design solutions thdt may moderate the site's drawbacks. <br />The proposed site for the community library is a 3.54 -acre triangular parcel at the comer of Marine Parkway and Bridge <br />(way, backing up to the Belmont Slough. This parcel is zoned PF (Public Facility), meaning that any development of the land <br />t be for public use. The parcel's size, shape, and proximity to the slough limit the size and 'footprint' of any building on the site, <br />therefore limits the appropriate land utilization. In reality, the site is the only undeveloped, developable, property within <br />wood Shores not dedicated to park use. Other City-owned lands in the Shores include 69 acres of parks, a fire station, a public <br />(s maintenance facility, and Sandpiper Community Center — none of which are realistic for library use without impracticable and <br />)r reconfiguration of existing facilities. <br />City staff feel this is the most feasible, reasonable, and sensible site within Redwood Shores for a new library — it would not <br />ire the loss of any park lands or relocation of any facilities; it is on an arterial roadway offering good access; it is not <br />)unded by residences; and is of an appropriate size to reasonably accommodate a library and parking. Staff believes that this <br />offers the highest and best use for a Library with the opportunity to leverage the value of this parcel to meet the library service <br />Js of the community. <br />The concept of'last developable parcel' has been a cause for community dialogue around its highest and best use. "What <br />Ad we spend it on ?" Ultimately, through deep discussion centered on the multitude of community needs, the site has been <br />raced and supported by the community as the place for'their library'- one which supports formal education, provides <br />national reading opportunities, and will be a place for the community to engage, interact, and learn together. <br />Version 1.3 (5130/02) 15 <br />
