REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 24, 2003 <br />Subject <br />Approval of the Joint Powers Agreement for City /County Association of Governments <br />Recommendation <br />Adopt a resolution approving the Joint Powers Agreement for the continuation of <br />City /County Association of Governments (C /CAG) of San Mateo County and the City of <br />Redwood City participation. <br />Background <br />C /CAG was established through a joint powers agreement between the twenty cities <br />within San Mateo County and the County of San Mateo. Its purpose is to provide a <br />cooperative, cost - effective means of responding to Countywide planning mandates from <br />the State. C /CAG also provides a forum for agencies to work together on common <br />issues. The City is a voting member of C /CAG. The City's C /CAG representatives are <br />Vice Mayor Jeff Ira, who serves on the C /CAG Board of Directors, Mayor Richard <br />Claire, who is a member of C /CAG's Congestion Management Plan subcommittee, and <br />City Engineer Jon Lynch, who serves on the Technical Advisory Committee. <br />An evaluation of the role, function and performance of C /CAG was performed by the <br />C /CAG Board. Based on the results of this evaluation of C /CAG, the Board unanimously <br />recommends the continuation of C /CAG. C /CAG was founded in 1991 and renewed in <br />1995 and 1999. The agreement has to be renewed every 4 years. The current Joint <br />Powers Agreement creating C /CAG expires on December 1, 2003. Therefore, it is <br />necessary to adopt a new joint powers agreement to continue C /CAG. <br />The role of C /CAG is as follows: <br />1. Act as Program Manager for Congestion Management Plan (CMA) <br />Transportation funds (state and federal) and Air Quality funds (AB434/TFCA). <br />2. Provide a forum for all agencies to work together on common issues such as <br />Transportation, National Pollution Discharge Elimination System (NPDES), <br />Abandoned Vehicle Abatement, Solid Waste, Legislation, and Airport Land Use <br />Commission. <br />
