M/S Hartnett/Pierce to ADOPT RESOLUTION 14515 DECLARE FINDINGS <br />REGARDING FORMATION OF AND MEMBERSHIP IN THE BAY AREA WATER <br />SUPPLY AND CONSERVATION AGENCY <br />The motion passed by a unanimous roll call vote. <br />M/S Jordan /Hartnett to appoint Council Member Ira Ruskin to the office of Director <br />of the Board of the Bay Area Water Supply and Conservation Agency. The <br />motion passed by a unanimous roll call vote. MINUTE ORDER 03-63 <br />9. MATTERS OF COUNCIL INTEREST - <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation Described in the League of California Cities <br />Priority Focus Bulletin No. 8 -2003. Council may direct staff to act on positions taken <br />by Council. (Copies of League of California Cities Priority Focus available in City <br />Clerk's Department) <br />B. Water Supply Update; <br />Vice Mayor Ira stated there have been inquiries and this is a status update on water <br />assurance and where it should be in 2010. This report will be a part of the Council <br />agenda to remind us of what is necessary and information will be added as needed. <br />He pointed out that on Page 2 it states that there will be between 30 and 40 site audits <br />in March and April of 2003 to bring the conservation program under control. The City <br />is taking a lead on the washing machines and toilets and nearly 12 acre -feet per year <br />have been saved. He further explained the two charts and that with passive <br />conservation we can meet our water assurance goal by 2020 but the downside of that <br />is no growth. That means no libraries or Kaiser Hospital and that we need to work with <br />conservation programs. <br />Public Comment: <br />Christina Lai stated it is a pleasure to see the City Council address the issue of water <br />supply availability as it relates to treated wastewater and sustainable growth. She <br />further stated that according to attachments 1 and 2 that if we favor the side of <br />development interests, we will be faced with a significant demand on the Bay Area <br />water supply. The only thing clear about treated wastewater is that more research <br />needs to be done. She asked that staff attend the California Urban Water <br />Conservation Council workshop. She stated that the developers and their projects are <br />the reasons behind the treated wastewater project and many in the Safewater <br />Coalition are strongly opposed to this just to save 4.7 acre -feet to have irresponsible <br />growth at our citizen's expense. <br />REGULAR CITY COUNCIL MEETING <br />MINUTES MARCH 10, 2003 <br />PAGE 8 <br />
