&, I F. <br />REPOR T <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 24. 2003 <br />Subject <br />Approval of the Contract Documents and Construction — Realignment of Reinforced <br />Concrete Box Culvert in the Downtown Area <br />Recommendation <br />Approve the Contract Documents, and authorize BHV Innisfree Ventures. to begin the <br />construction for the realignment of the Reinforced Concrete Box Culvert (RCBC), in an <br />amount not to exceed $3,600,600. <br />Background <br />On February 24, 2003, the City Council approved a Construction and Reimbursement <br />Agreement with BHV Innisfree Ventures for the relocation of the Reinforced Concrete <br />Box Culvert, in the Downtown Area (see attached location map). <br />The proposed new Underground Public Parking Garage and Retail /Cinema <br />Development, surrounded by Jefferson Avenue, Broadway and Middlefield Road (Block <br />1), requires the abandonment and removal of the existing reinforced concrete box <br />culvert that runs diagonally across the site. Because the new Underground Public <br />Parking Garage is beneath the proposed Retail /Cinema Development, it is necessary <br />for the design and construction of the Garage and Retail /Cinema be coordinated and <br />completed simultaneously. The Developer has agreed to work with the City in the <br />design and construction of the Underground Public Parking Garage and the realignment <br />of the RCBC. <br />The Developer's contractor, Power Engineering Contractors, of Alameda, California, will <br />be performing the work to realign the RCBC on behalf of the City. Staff has reviewed <br />the Developer's proposal and the Developer has agreed to design, construct, and <br />reconnect the culvert at a guaranteed maximum price of $3,600,600. Work is <br />scheduled to begin March 25, 2003, for this effort, and completed by November 2003. <br />Public notices have been sent out and flyers have been posted on vehicles using the <br />Main Street Parking lot since a portion of this lot will be temporarily closed off to the <br />public while construction is underway. <br />Page 1 of 2 <br />
