REPOR T To the Honorable Mayor and City Council From the City Manager March 24. 2003 Subject Approval of the Contract Documents and Construction — Realignment of Reinforced Concrete Box Culvert in the Downtown Area Recommendation Approve the Contract Documents, and authorize BHV Innisfree Ventures. to begin the construction for the realignment of the Reinforced Concrete Box Culvert (RCBC), in an amount not to exceed $3,600,600. Background On February 24, 2003, the City Council approved a Construction and Reimbursement Agreement with BHV Innisfree Ventures for the relocation of the Reinforced Concrete Box Culvert, in the Downtown Area (see attached location map). The proposed new Underground Public Parking Garage and Retail /Cinema Development, surrounded by Jefferson Avenue, Broadway and Middlefield Road (Block 1), requires the abandonment and removal of the existing reinforced concrete box culvert that runs diagonally across the site. Because the new Underground Public Parking Garage is beneath the proposed Retail /Cinema Development, it is necessary for the design and construction of the Garage and Retail /Cinema be coordinated and completed simultaneously. The Developer has agreed to work with the City in the design and construction of the Underground Public Parking Garage and the realignment of the RCBC. The Developer's contractor, Power Engineering Contractors, of Alameda, California, will be performing the work to realign the RCBC on behalf of the City. Staff has reviewed the Developer's proposal and the Developer has agreed to design, construct, and reconnect the culvert at a guaranteed maximum price of $3,600,600. Work is scheduled to begin March 25, 2003, for this effort, and completed by November 2003. Public notices have been sent out and flyers have been posted on vehicles using the Main Street Parking lot since a portion of this lot will be temporarily closed off to the public while construction is underway.
