"852 -860 WALNUT STREET" PRECISE PLAN — CP#1
REDWOOD CITY DOWNtOWN RESIDENTIAL PRECISE PLAN
I. PURPOSE
Downtown offers exceptional potential for developments that mutually reinforce
and support each other. The purpose of this Precise Plan is to tailor the land use
and development criteria for this unique Downtown property in order to
encourage the construction of a small -scale residential development with
individual ownership potential. These provisions and development criteria are not
attainable in other City zoning codes. The Precise Plan process allows the
community to clarify the City's vision, to review and set development policy, to
establish a clear, responsive review /approval process.
Although this Precise Plan addresses a specific property, the unique housing
concept envisioned in the plan may have application elsewhere in the community,
at which time the plan can be extended and tailored to that site and surroundings.
II. THE CENTRAL BUSINESS (CB) DISTRICT — A FALLBACK ZONE
The provisions of the CB zone are incorporated into this Precise Plan by
reference. Should a development be proposed that is substantially inconsistent
with the goals and intent of this precise plan, the applicant, the Planning and
Redevelopment Director, or designee may request authorization from the
Planning Commission to adhere to the CB zone provisions.
III. BASIS FOR USE OF A PRECISE PLAN
A. General Plan
The 1990 General Plan recognizes the Downtown as an important growth area,
one encouraging a mix of uses with an emphasis on the need for high- density
residential development to "make the area more exciting" and "allow greater use
of transit for work and shopping." The General Plan also recognizes the difficulty
of development due to the lack of large parcels and the difficulty of land
assembly.
B. Draft Downtown Area Plan (October 2001 draft)
The draft Downtown Area Plan emphasizes the vision of a "vibrant and livable
downtown," an emphasis on walking, a priority on "high- quality, high- density
mixed use housing," and innovative means to implement the goals. The plan sets
a policy base that encourages a variety of higher density housing and new
approaches to achieve more in -fill housing through redevelopment of other, low -
intensity uses. Small lots and in -fill development require special zoning tailored to
provide incentives and encourage creative approaches to land use.
IV. PROPERTY DESCRIPTION (2002)
The subject property is uniquely located on the west side of Walnut Street, at the
edge of the downtown commercial uses and across from residential uses. (See site
location, exhibit A) The land consists of two rectangular parcels totaling 15,000
852- 860 WALNUT STREET PRECISE PLAN
CP #1
