<br />With exception of the housing on school sites
<br />issue —this bill expands upon last year's contro-
<br />versial measure AB 1866 (Wright), which was
<br />signed into law. Currently, many local govern-
<br />ments are in the process of amending their
<br />ordinances to reflect the many changes in that
<br />measure. This bill proposes a slew of additional
<br />measures and state mandates which would
<br />further limit local ability to address zoning, parking,
<br />size and other issues which address the complex
<br />_ issues associated with locating additional housing
<br />units on single family lots. Slashing local parking
<br />requirements for density bonus units by legislative
<br />fiat is a one - size - fits -all approach that will no doubt
<br />only increase community opposition to these
<br />projects. Zoning from the state level all school
<br />sites for residential housing is a proposed policy
<br />which will touch many issues beyond local control.

<br />AB 729 (Lieber). Bay Area Air Quality
<br />Management District. AB 729 should be of
<br />interest to cities within the boundaries of the Bay
<br />Area Air Quality Management District. As initially
<br />introduced, it authorizes the district to adopt rules
<br />and regulations to reduce and mitigate emissions
<br />of air contaminants from indirect sources of air
<br />pollution. The bill also includes a statement that a
<br />rule or regulations adopted « ... may not infringe
<br />upon any local government's authority to plan or
