F. A <br />Legislative Bill Action <br />................................ ............................... <br />employment regulations upon public safety offic- <br />ers. It is uncertain why this bill is needed in the <br />first place. The issue of posing limits on outside <br />employment for local safety personnel is one of a <br />local matter that should be negotiated during the <br />meet and confer process. The State should not <br />tie the hands of cities and counties that desire to <br />address problems that arise when public safety <br />personnel seek outside employment. AB 359 will <br />likely cause adverse situations such as conflicts <br />of interest, negative public images of safety <br />officers and unfavorable relations between man- <br />agement and labor. AB 359 is also significantly <br />difficult to implement. The bill states that off-duty <br />employment may not be "unreasonably" held. SB 20 (Sher) is a California spot bill intro- <br />duced this year to address e- waste. <br />While the League would prefer a national <br />approach to an a -waste program that applies to all <br />states, the League wants to make sure that any <br />federal program is adequately designed to prop- <br />erly address the problem and does not inappropri- <br />ately restrict what California may do by itself. Califomia Representative Mike <br />Thompson has introduced HR 1165 to encourage <br />the recycling of electronic waste. Similar to <br />legislation introduced by the former California <br />State Senator, it would establish a fee and grant <br />program to encourage the recycling of electronic <br />waste and provide local governments and others <br />with financial resources with which to establish <br />and operate a -waste collection and recycling <br />operations. <br />The problem of a -waste in California and the <br />nation is serious. Local governments are strug- <br />gling to fund a -waste collection and recycling <br />programs. At the same time, the rapid turnover of <br />business and home computers and electronics is <br />straining the limited programs now in effect. <br />Unfortunately, California a -waste legislation <br />last year, SB 1523 (Sher), was vetoed by the <br />Governor.
