5-A-4 <br />WATER BOARD RELEASES DRAFT OF <br />PHASE II STORM WATER PERMITS <br />STRATEGIC STATEWIDE SUMMIT <br />APRIL 16 —17 IN MONTEREY <br />The State Water Resources Control Board has just <br />released the revised draft NPDES General Permit for <br />Discharges from Small Municipal Separate Storm Sewer <br />Systems, also known as Phase II Storm Water permits. <br />The revised draft permit and accompanying documents <br />are available on the State Water Resources Control <br />Board's www.swrcb.ca.gov /stormwtr under "Hot News ". <br />The list of cities covered under the Phase II permit <br />are included in Attachments 1 and 2 on the above site. <br />According to information provided by the Board, <br />comments on the draft permit will be accepted through <br />5:00 p.m. April 21. The Board is expected to adopt the <br />permit at its meeting on April 30. City plans for comply- <br />ing with the permit (known technically as "Notice of <br />Intent ") will be due on July 29, 2003. The League is <br />hoping to offer workshops for impacted cities in conjunc- <br />tion with CSAC, the Special Districts Association, the <br />State Office of Planning and Research and the Local <br />Government Commission shortly after the permit is <br />adopted by the Board. "The magnitude of the state's fiscal crisis <br />could well open the door to consideration of major <br />structural reforms affecting the state -local fiscal <br />relationship. In fact, there are so many critical state <br />budget and fiscal reform issues that could be taken <br />up by the legislature this year that we believe it is <br />essential to involve our membership in shaping the <br />League's positions in key areas." <br />Cities will receive additional information from <br />League about the Special Meeting in the near <br />future, including the rules that will govern the <br />meeting and a request that each city appoint a <br />voting delegate to represent them. <br />Elected local officials and community leaders <br />concerned with military bases are encouraged by the <br />California Technology Trade and Commerce Agency's <br />Office of Military Support (OMS), to participate in OMS' <br />second Strategic Statewide Summit, to be held April 16- <br />17 at the Doubletree Hotel in Monterey. <br />Formerly known as the Office of Base Retention and <br />Reuse (OMBRR), the OMS will hold the summit in <br />conjunction with the federal Department of Defense' <br />Office of Economic Adjustment. It will reconvene key <br />stakeholders from all aspects of California's defense <br />community. <br />The agencies will report the findings of five state- <br />wide workshops which considered four strategic issues <br />related to military bases and their surrounding commu- <br />nities: encroachment, economic impact, partnerships <br />between bases and communities and legislative and <br />policy issues facing the California military bases. <br />For more information and to register contact Dr. Ron <br />Willis at (707) 935 -9638 or email at <br />rcwillis2001 @yahoo.com.
