While consumers are <br />obligated to pay the tax and remit it to the state, in <br />reality few do. <br />The SSTP has gained support of more than 30 <br />states. Current SSTP members have created a <br />series of "articles" that provide the definitions for a <br />potential "streamlining" of sales and use tax appli- <br />cation nationwide, which are presently being <br />considered by many states. Work continues on <br />further refining these and defining additional <br />articles to be considered by the state. In order for California <br />to conform to the articles proposed by SSTP, <br />legislation would need to be introduced and full <br />discussion would begin. Ultimately, Federal legisla- <br />tion would be needed to ensure conformity through- <br />out the United States.
