I <br /> 6.2A <br /> Page 1 <br /> REPORT <br /> , <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> �ctober 25, 2010 <br /> SUBJECT <br /> Installation of Stop Signs on Altamont Way and Laurel Way at Highland Avenue <br /> RECOMMENDATION <br /> Approve, by resolution, the installation of stop signs on Altamont Way and Laurel Way <br /> at the intersection with Highland Avenue. <br /> BACKGROUND <br /> Many residents living near the intersection of Altamont Way/Laurel Way and Highland <br /> Avenue are concemed with traffic safety and undesirable driving behavior in the <br /> neighborhood. Staff has evaluated the conditions at this intersection and recommends <br /> that new stop signs be ins#alled on Altamont Way and Laurel Way where they intersect <br /> with Highland Avenue. Staff has shared the results of their traffic study with area <br /> residents. <br /> Altamont Way and Laurel Way (the minor-volume streets) are slightly offset where they <br /> intersect with Highland Avenue (major volume street). The intersection is currently <br /> uncontrolled. If approved as proposed, stop signs will be installed on Altamont Way and <br /> Laurel Way resulting in a two-way stop-controlled intersection. Highland Avenue wil[ <br /> remain uncontrolled. (Please see location map -- Attachment 2) <br /> The installation of two stop signs at the subject intersection will improve safety and <br /> convenience for roadway users. The configuration, grade, and the narrow roadway <br /> widths at this intersection contribute to visibility issues for motorists entering Highland <br /> Avenue from the two minor streets. These visibility issues cannot be corrected without <br /> major changes to the roadways and adjacent properties. For these reasons, stop signs <br /> on the minor legs of the intersection (Laurel Way and Altamont Way) are warranted. <br /> The proposed stop signs will induce motorists to come to a full stop prior to entering <br /> Highland Avenue, thereby increasing safety at the intersection. <br /> Neighborhood residents submitted a pe#ition requesting the installation of stop control at <br /> the intersection of Altamont Way and Laurel Way and Highland Avenue. The petition <br /> was signed by 24 residents living near the intersection, including the four properties at <br /> the corners of the intersection. <br /> Stop sign installations are permanent. Once installed, stop signs should not be <br /> removed because of the potential to create driver confusion. There are some negative <br /> impacts associated with the proposed installation including increased braking and <br /> accelerating by vehicles and increased travel times. <br /> If approved, installation of the new stop signs will begin within finro weeks. <br />
