Adopt City Council resolution and exhibits adopting and updating the City's Conflict <br /> of Interest Code. <br /> 2. Adopt Redevelopment Agency resolufiion with exhibits adopting and updating the <br /> Agency's Conflict of Interest Code. <br /> Background <br /> California law requires designated public officials to disclose their economic interests to <br /> the public. Public officials designated by statute to disclose economic interests incfude <br /> City Council Members, Planning Commissioners, City Managers, City Attorneys, City <br /> Clerks, and City Treasurers. These officials are sometimes referred to as "code filers." <br /> The purpose of the disclosure requirement is to alert both public officials and the public <br /> to any personal economic interests that may be affected during the public official's <br /> performance of duties. The disclosure occurs through the filing of the "Form 700" - <br /> Statement of Economic lnterest upon taking office, on an annual basis, and upon <br /> leaving office. <br /> I n addition, the law requires local agencies to adopt a conflict of interest code applicable to <br /> employees. The purpose of the local code is to require certain employee classifications to <br /> make some level of economic disclosure, depending upon their position and likelihood of <br /> influencing decisions where they might have an economic interest at s#ake. The Political <br /> Reform Act of 1974 requires all govemment agencies to adopt a Conflict of lnterest Code. <br /> The law further requires that each municipality review and amend its Code when necessary <br /> during even-numbered years. The Conflict of Interest Code designates employees, <br /> members of boards, committees, commissions, City officers and consultants who by virtue <br /> of their positions, make or participate in making decisions which may affect their financial <br /> interests and who therefore must disclose these interests on the Fair Political Practices <br /> Commission Form 700 — Statement of Economic lnterests of Designated Employees. <br /> The Political Reform Act requires every local government agency to review its conflict- <br /> of-interest code every two years to determine whether the code must be amended. Department Heads have reviewed and revised their <br /> �men s portion of the Conflict of Interest Code.
