7.B <br /> To the Honorable Mayor and City Council , <br /> From the City Manager !, <br /> October 25, 2010 <br /> SUBJECT <br /> Status Report on the Automated Red Light Photo Enforcement System <br /> RECOMMENDATION <br /> By motion: <br /> 1. Accept the Police Chief s status report; <br /> 2. Dire�t the Police Chief to continue the Automated Red Light Photo Enforcement <br /> System contract to run unaltered through its termination in March 2013; <br /> 3. Direct the Police Chief to reevaluate the entire program for renewal, modification or <br /> termination by December, 2012. <br /> BACKGROUND <br /> In May of 20Q6 the Police Department was directed by the City Council to initiate an <br /> informational report regarding Automated Red Light Photo Enforcement. The interest at <br /> the time was directed at increasing safety through improved traffic enforcement. <br /> Accordingly, the Police Depar�ment undertook a study to identify the most dangerous <br /> intersections in the City where a photo red light enfiorcement system could have the most <br /> beneficial effect on public safety. After the Council reviewed this study, Council requested <br /> a second study investigate the viability of implementing such a system in Redwood Ciiy. <br /> ln April of 2007 the City Council approved the purchase, installation, and implementation of <br /> an automated photo red light system. Redflex Traffic Systems (Redflex) was selected as <br /> the vendor for this program for a variety of reasons including: <br /> 1) a full-color still camera and full-motion, high quality digital video camera <br /> capability; <br /> 2) rea[-time intersection monitoring; <br /> 3) multiple options for camera activation; and <br /> 4) recording capability for all turning movement violations and straight through <br /> violations. <br /> Additionally, Redflex was the chosen vendor of three other jurisdictions in San Mateo <br /> County at the time, including the Cities of San Mateo, Bur(ingame, and Menfo Park. <br /> The initial study undertaken by the Department was a five year review of intersection <br /> accident history from January 1, 2001 through December 31, 2005. From this review <br /> several intersections were identified as having both a high number of accidents in general <br /> and a high number of accidents attributable to red light violations. Using this data, and in <br /> conjunction with traffic engineering staff, the intersections of Broadway at Woodside Rd. <br /> and Vl/hipple Ave. at Veterans Blvd. were identified as potential sites for the placement of <br /> Redflex cameras.
