Usage: Automated Red Light Photo Enforcement Systems, also
known as red [ight cameras, have been in use for approximately 40 years. Currently
there are over 80 jurisdictions in the State of California with Automated Red Light Photo
Enforcement Systems. ne of the first red light camera systems in the Bay Area was
established by the San Francisco Police Department in 1997. ther Bay Area
jurisdictions with photo red light systems include San Mateo, Fremont, Union City,
Berkeley, EmeryviUe, and San Leandro. ,
The City of San Mateo was the first, and is currently, the only jurisdiction in San Mateo
County to use Automated Red Light Photo Enforcement. Other San Mateo County
jurisdictions considering the implementation of a photo red iight system include Millbrae,
Daly City, Hillsborough, Belmont, Ather#on and Menlo Park. San Mateo uses a system
manufactured by RedFlex Traffic Systems. San Mateo installed their first red light '
camera system at the intersection of Hillsdale Boulevard and Saratoga Drive in May
2005. That was follovued by a second camera system at the intersection of Hi(Isdale
Boulevard & Norfolk Stree#. Additonal camera installations and / or a third red light
camera monitored intersection are currently under consideration.
System Management Cost and Commitments: San Mateo has a cost neutral contract
with the vendor of their photo red light system. Thts cost neutrality applies to use of the '
photo red light equipment and initial screening of potential violations by the vendor.
The monthly fees associated with system operation are offset by fines co!lected from '
violators. There are no initial equipment start-up costs required to implement the
system and on-going operation and maintenance fees are incorporated in the month{y
service charge. This cost neutral arrangement is similarly used by the same vendor in
other jurisdictions, and by vendors of other photo red light systems.
Red light citation fine amoun#s are $348.5 per violation, but increase incrementally
depending upon the number of prior viofations. By formula the City of Redwood City
receives $129.50 in revenue for each paid citation. Funds received as payment for
photo red light citations are depasited into the city's general fund. Typicai monthly
system fees for the photo red iight system range from $5300.00 -$600.00 per
