6.1 C <br /> i <br /> Page 1 '� <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> October 25, 2010 <br /> SUBJECT <br /> Purchase of Ten Police Patrol Cars <br /> RECOMMENDATIDN <br /> Approve by motion the purchase of ten Ford Crown Victoria patrol cars in the amount of <br /> ' �249,821.05 from San Francisco Ford of San Francisco, California under the <br /> cooperative purchasing agreement of the City and County of San Francisco's Purchase <br /> Order number POAC 10000173. <br /> BACKGRQUND <br /> The Public Works Services Department, in conjunction with the Police Department, <br /> developed the replacement schedule for police patrol vehicles, at the most economically <br /> beneficial point in their life cycle. At pre-described intervals, police vehicles undergo a <br /> thorough evaluation, including but not limited to age, mileage, condition, maintenance <br /> history, downtime, and anticipated future repairs. <br /> Currently, 29 police patrol cars are in use by the Patrol Division of the Police <br /> Department. All ten of these vehicles are scheduled replacement vehicles for older, in- <br /> service patrol cars, and all meet the City's fleet rep[acement criteria. Historically, police <br /> cars have been on a four year life cycle and replaced before any major failure occurs. <br /> The Redwood City Code, Chapter 2, Article VII, Section 2.80(B) "Open Market <br /> Purchases," makes it possible far the City to realize significant savings from larger <br /> volume purchases through other public agencies that have followed a competitive bid <br /> process similar to that prescribed by Redwood City's Code and Charter. After doing <br /> extensive research, staff from the Equipment Services Section found that the City and <br /> County of San Francisco recently administered a competitive bid process for the same <br /> type of police patrol cars and San Francisco Ford was the lowest responsible bidder. <br /> The base unit price without taxes for the City and County of San Francisco police car is <br /> $21,625.00. However, the Redwood City's unit will be �21,181.20 without taxes due to <br /> differing in the vehicle options. <br /> ALTERNATIVES <br /> The Council could deny this purchase. Not approving the purchase of these police cars <br /> would impact the operations of the Police Department if one or more of these patrol cars <br /> were to experience unreliable service andlor an unforeseen breakdown. <br /> The Council could direct staff to solicit bids on our own, however this would probably not <br /> be cost effective since the City and Coun#y of San Francisco's bid was a recent <br /> competitive bid process in which San Francisco Ford was the lowest responsible bidder. <br /> FISCAL IMPACT <br /> Funds for the purchase of the ten patrol cars were approved and appropriated by the <br /> City Council in the FY 2010/11 Equipment Replacement Fund Budget in the amount of <br />
