6.1 D
Page 1
REPORT
To the Honorable Mayor and City Council
From the Ci Mana er
October 25, 2010
SUBJECT
Agreement with San Mateo County Department of Housing to provide Safeiy Net
Services at Fair Oaks Community Center.
RECOMMENDATION
Approve by motion and authorize City Manager to sign the agreement between the San
Mateo County Department of Housing and the City of Redwood City for Safety Net
Services provided at the Fair Oaks Community Center.
BACKGROUND
In 1982, the County of San Mateo first contracted with the City of Redwood City to
provide information and referral services at the Fair Oaks Community Center to low-
income residents of Redwood City, North Fair Oaks, Woodside, Atherton, and Portola
Valley. Since that time, the program has grown to meet the demand for services with
joint funding from both the County and the City. Currently, approximately 75% of the
residents seeking services are from Redwood City and approximately 25% of the
residents seeking services are from unincorporated North Fair Oaks.
The Information and Referral Program provides what the county refers to a"safety net
services" — offering information and referral, needs assessments, crisis intervention,
short-term emergency assistance, shelter referrals, forms and translation assistance,
housing assistance and advocacy, and serving as a"first-stop" for individuals and
families in need in our community. Working closely with the County's Human Services
Agency and other loca( non-profit organizations, the information and referral program is
able to help thousands of individuals and families in need each year.
This year, the City applied for and was approved for $15,000 in Community
Development Block Grant {CDBG} from the County of San Mateo, administered by the
Department of Housing.
ALTERNATIVES
Council could choose not to sign the agreemenf — and not accept funding from San
, Mateo County Department of Housing for the Fair Oaks Community Center Information
and Referral program and Early Entry Shelter Program.
FISCAL IMPACT
' The $15,000 is afready included in our 010-11 budget revenue estimates.
Teri Chin Chris eth
Human Services Manager Parks, Recreation, and Community Services
Director
