The 1996 multiple-stabbing attack of a 9- <br /> year-old girl in Redwood City, by a sex offender after he escaped supervision following his <br /> release from jail, led the Board of Supervis�rs {BOS) to establish the Sexual Habitual Offender <br /> Program (SHOP) to track San iv,Tateo County's convicted sex offenders 6 Yn 2003, the stats <br /> instituted the coordinated SAFE effort to enhance interyu.risdic�ional standards, training, <br /> cooperation, and enfoxcement. <br /> The State eliminated funding for SAFE in San Mafieo County at the end of 2006. Rather than <br /> San Mateo County f�lling the gap through budget re-prioritization or grant application, the <br /> Sheriff's Office eliminated SI�OP and all dedicated, sexual offense investigators with a 75% <br /> reduction in staffing. By eontrast, siace I994, Santa. Clara County has maintained all of these <br /> efforts. <br /> A. Sezual Abuse an.d Assault Against Children <br /> Children are the segment of our U.S. population with the highest crime victimization rates. <br /> o�Vhile some sexual predators. are strangers and stallters, many know the victims as a <br /> � family friend, neighbor, or a relative or as a volunteer in youth activities. <br /> o One in four girls is sexually abused before the age of 14.
