The consensus among law enforcement officers is <br /> that the most effective preventative mea.sure against sexual offenders is making regularly <br /> scheduled aud random eontact, plus ongoing observation. <br /> Wh�J.e sex offenders are on probation they are monitored by the San Mateo Couniy's Probation <br /> Department. The State Department of Coaections and �2ehabilitation monitors sex offenders on <br /> pazole from prisons fox major sex crimes. Once offenders compiete the terms of probation or <br /> parole, the responsibiIity �or monitoring is transferred to Ioca1 police departments. <br /> The County Probation Department's Sex Crir�es Unit was proactive and implemented mauy <br /> � innova�ions.
