Fq1 <br />REPORT yy <br />To the Honora b a _t n Ci Counci) <br />Firom the Ci>Ey lllanager <br />April 14, 2002 <br />Subject <br />Design of Jefferson Garage underground parking structure. <br />Recommendation <br />That the City Council not re -open the question of the design of the Jefferson Garage under <br />the Retail /Cinema project. <br />Background <br />To improve business downtown, the City' has been facilitating a private development <br />project (the Cinema Project) for 85,000 SF of retail and restaurants on the first floor and a <br />20- screen Century Theaters multiplex cinema on the second floor on what the City refers to <br />as Block One. The project would be built over a 590 space, two -level public parking <br />garage (the Jefferson Garage) with the garage entrance on Jefferson Avenue. As part of <br />the retail /cinema project, the City has also committed to creating 300 additional public <br />parking places on Block Two, across Middlefield Road from Block One. <br />In December 2002, the City approved an amended Development and Disposition <br />Agreement (the DDA) for the project and the developer began the design development <br />phase of the project. On March 3, the architects presented the architectural design <br />concepts to a joint study session of the City Council, Planning Commission, and <br />Architectural Review Committee. On March 27 at a similarjoint session, urban designer <br />Michael Freedman presented the streetscape around the project including an outdoor <br />dining pedestrian area on what was termed "Theater Way," between the Cinema and the <br />adjacent historic Fox Theater. The participants in the study session were very supportive <br />of these concepts. <br />At the close of the second study session, Nick Watry, a local parking consultant presented <br />an alternative design concept for the Jefferson Garage that would change the design of the <br />garage and the location of the garage entrance. City staff volunteered to evaluate the <br />altemative parking design concept. At the beginning of that evaluation Mr. Watry offered a <br />second altemative design to replace the first one. His second design, like the existing <br />design, is a two -level underground garage. <br />Analysis <br />Staff has analyzed the alternative garage design concepts and does not recommend them. <br />A detailed analysis is enclosed.
