DDA Issues <br />M <br />Under the DDA, the City is required to provide approximately 590 parking spaces underthe <br />cinema. The first Watry proposal failed to achieve this. <br />Placement of the garage entry on Block Two (as one of Mr. Watry's proposals suggests) <br />would interfere with the City's ability to provide 300 additional parking spaces on Block Two <br />as required by the DDA. The parking layout for Block Two would need to be re- evaluated <br />to determine whether a parking structure is needed in order to meet the DDA's parking <br />requirements. <br />Garage Design Issues <br />Aside from the relocation of the garage entrance, the final Watry proposal suggests two <br />primary changes: a "long span" construction system and diagonal parking instead of 90 <br />degree. <br />The "long span" construction method would cause the building itself to be re- engineered <br />with all new construction drawings. Field Paoli, the architects for the cinema, also note that <br />this construction method could cause a "relative lack of stiffness, and the possibility that <br />the structure may transmit vibrations into the movie theaters." <br />Switching from 90 degree parking stalls to diagonal stalls is an interesting suggestion that <br />will be explored with our parking design consultant without affecting the overall project <br />schedule. <br />Conclusion <br />A redesign of the garage at this stage could well jeopardize the financing of the project and <br />hence the project itself. In addition to putting the project at risk, there are problems with <br />the design concept and method of construction.
