BAs <br />Cinema Project, local parking architect Nick Watry proposed an alternate parking <br />plan for the Jefferson Garage that would substantially change its configuration. <br />The City Council requested that staff prepare this analysis of this Watry Proposal <br />(which we call Watry #1). During the staff review process, Mr. Watry wrote a <br />letter dated March 31 to the developer in which he proposed a different two -level <br />garage ( Watry #2). Although Mr. Watry's proposals are not yet fully developed, <br />this memo will address both Watry proposals based on the available information. <br />Watry Proposal #1 <br />The essence of Watry #1 is to attempt to save money by expanding the footprint <br />of the Jefferson Garage to attempt to provide the required parking on one level <br />instead of two. For that reason, the garage footprint (attached) is extended <br />southerly under the northern sidewalk of Jefferson, easterly under Broadway, <br />further north towards the Fox Theater under Theater Way, and further west under <br />the Cinema, across Middlefield, and substantially into Block Two. (Unfortunately, <br />the Watry #1 proposal does not produce the full number of required spaces.) Mr. <br />Watry also proposes to use a "long span" structural system that would call for a <br />different columnar layout for the garage, which could have an impact on the <br />tenant spaces in the Cinema Project <br />The proposal also moves the garage entrance from Jefferson Avenue to a <br />location on a portion of Block Two, at the west end of what is proposed to be <br />"Theater Way," between the Cinema Project and the adjacent historic Fox <br />Theater. Mr. Watry has suggested that Theater Way could be one -way toward <br />the railroad and could possibly be the route to the garage entrance. Vehicles <br />could then exit the garage onto Middlefield going south toward Jefferson. <br />Watry #1 also relocates the storm drain culvert across Middlefield Road and <br />substantially onto Block Two. <br />Watry Proposal #2 <br />Watry #2 concedes that it is undesirable to extend the garage under Broadway <br />and under the Jefferson sidewalk (as had been proposed in Watry #1) and <br />instead uses two levels to provide the needed parking within the footprint of the <br />present Jefferson garage design. One option in Watry #2 would create 590 <br />parking stalls (similar to the present garage design) and the other would expand <br />it to 690 parking stalls. Both options use the "long span" structural system <br />proposed in Watry #1. <br />Because it stays within a smaller footprint, Watry #2 would not change the culvert <br />alignment. However, the garage entrance in Watry #2 is apparently in the <br />Winslow/Theater Way /Middlefield intersection. (Mr. Watry's sketch is not entirely <br />clear on this location.) <br />2 <br />
