While there may be <br />significant cost savings and greater internal convenience of a one -story facility, we <br />have the following comments for your consideration: <br />Place - making Comments <br />The proposed placement of the garage entry at the Middlefield/Theatre Way <br />intersection — and its reliance on southbound traffic on Theatre Way as a <br />primary approach - eliminates the ability to close Theatre Way to vehicles, <br />which contradicts Council's expressed desire to retain the ability to do so in <br />order to create a pedestrian -only environment for lunch hours, evenings and <br />festivals. <br />The queuing of southbound vehicles on Theatre Way waiting for garage entry <br />will have potentially negative impacts on the dining environment in terms of <br />overall aesthetics — views, sound, and air quality. <br />The enlarged extents of the underground structure beneath public street and <br />sidewalk rights -of -way constrain the placement and ultimate size of street <br />trees. These extents go out to the west -side face of curb on Theatre Way, to <br />within the north -side (opposite) sidewalk on Broadway, to the near-side curb <br />face on Jefferson, and the entire northern half of Middlefield frontage block. <br />Given the maximum depth of three feet (or less) for new street trees in <br />structural wells planted under flush (walkable) tree grates, mature tree size will <br />be constrained by the widths of these wells cast in the structural concrete deck <br />Frra, nuln <br />Tun <br />13n1t' ,tn 1. y� <br />74 New Montgomery Street.
