BA-I
MEMORANDUM
Date: 3/31103
From: Yann Taylor
Re: Watry Proposal
Fmject On Broadway
Pmject No.: 9916.10
z David Irmer
To: Bruce Liedstrand
Message:
Dear Bruce
I am writing this memo in response to Nick Watry's presentation of an alternative proposal for the layout
of the underground parking structure for the On Broadway Retail and Entertainment project. His proposal
differs from our own in three significant ways:
1. Mr. Watry's proposal looks at accommodating the required number of spaces on one, rather
than two subsurface levels.
2. His proposal relocates the vehicular entrance to the WinslowTheatre Way/Middlefield
intersection.
3. His proposal involves using along- span" rather than a conventional structural layout.
At first glance, his proposal looks like it makes sense from a cost point -of view: the water table is shallow,
therefore less excavation could mean reduced waterproofing costs, and a long -span structure is more
efficient than a conventional structure in terms of accommodating a larger number of spaces in a given
area.
The following issues however would need to be carefully considered before proceeding with a revision of
the design along the lines of Mr. Watry's proposal:
1. Total number of spaces: The proposed layout provides 501 spaces, which is about 80 spaces
short of what we agreed to provide in the project in order to obtain Century Theatre's
commitment. Mr. Watry mentioned the possibility of including an additional 40 on -grade spaces
along Jefferson street (presumably 20 on each side of the street), but we have to date not
counted Jefferson on- street parking spaces as part of the required amount for the project, and
therefore these spaces should not be included in the total. The possibility of not extending the
parking under Broadway was also discussed, in order to avoid having to relocate the utilities
there: this would result in the loss of another 60 spaces, even less acceptable to Century
Theatres. In order to achieve the required amount of space the below -grade structure would
have to be extended under Jefferson, at significant cost due to required utility relocation.
2. Long Span Structure — lack of stiffnes: One of the characteristics of long -span parking is a
relative lack of stiffness, and the possibility that the structure may transmit vibrations into the
movie theaters. This would potentially impact the'THr. rating that Century is trying to achieve.
Horton Plaza in San Diego does have a theater built above a long -span deck, and problems
associated with vehicle- generated vibrations have been an issue there ever since the Droiect
1 U4o bansome St.
Suite 206
San Francisco
California 94111
Tel. 415.788.6606
Fax 415.788.6650
www.fieldpaoli.com
.wen.u.u..Vn.e..mmy++QMay.r.
