416 <br />Memorandum <br />Watry Proposal <br />Watry's scheme having a detrimental impact on the streetscape and the retailers located there; <br />the exit stair shown at Broadway/Theater Way, which will severely constrain the available <br />sidewalk width; the additional disruption to Downtown Circulation, with Broadway and potentially <br />Jefferson being out of commission for an extended time period; the transformer vault is not in a <br />central location and would require longer distribution runs. <br />12. Impact on project schedule: Redesigning the parking layout will add approximately three <br />months to the project schedule, due to the complicated nature of the project and the many <br />constraints (such as theater exiting) that need to be accommodated in the building. It would also <br />entail a complete re-do of the Design Development phase, at significant cost to the City and <br />Developer. <br />In conclusion, while it is too soon to get into any specifics, even if the one-level scheme were configured <br />to yield the minimum amount of parking required for the project (which would involve extending out under <br />Jefferson, since there is nowhere else to get the additional spaces), it is questionable that the cost <br />savings mentioned by Mr Watry would be achieved due to increased ground floor slab costs at Broadway <br />and Jefferson, utility relocation costs, landscaping costs, costs of stiffening the structure to limit vehicular - <br />generated vibrations, cost of additional structure required to carry building loads down to the basement <br />slab, not to mention the cost of redesign.
