416
Memorandum
Watry Proposal
Watry's scheme having a detrimental impact on the streetscape and the retailers located there;
the exit stair shown at Broadway/Theater Way, which will severely constrain the available
sidewalk width; the additional disruption to Downtown Circulation, with Broadway and potentially
Jefferson being out of commission for an extended time period; the transformer vault is not in a
central location and would require longer distribution runs.
12. Impact on project schedule: Redesigning the parking layout will add approximately three
months to the project schedule, due to the complicated nature of the project and the many
constraints (such as theater exiting) that need to be accommodated in the building. It would also
entail a complete re-do of the Design Development phase, at significant cost to the City and
Developer.
In conclusion, while it is too soon to get into any specifics, even if the one-level scheme were configured
to yield the minimum amount of parking required for the project (which would involve extending out under
Jefferson, since there is nowhere else to get the additional spaces), it is questionable that the cost
savings mentioned by Mr Watry would be achieved due to increased ground floor slab costs at Broadway
and Jefferson, utility relocation costs, landscaping costs, costs of stiffening the structure to limit vehicular -
generated vibrations, cost of additional structure required to carry building loads down to the basement
slab, not to mention the cost of redesign. In Mr. Watry's defense, he may not have been aware of the
many limitations and complexities of the project, and the agreed -upon project criteria.
Please do not hesitate to call me if you have furrier questions.
Yann Taylor
Principal
Field Paoli Architects
LAI
