/c -1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manage <br />April 14, 2003 <br />Subject <br />Contract extension with Jan Ford Public Relations to conduct public relations services for the San <br />Mateo County 2001 -2004 "Avoid the 23" Driving Under the Influence (DUI) Campaigns. <br />Recommendation <br />The City Council authorize a contract extension with Jan Ford Public Relations for the performance of <br />public relations services for the San Mateo County 2001 -2004 "Avoid the 23" DUI Campaign. <br />Background <br />For the past eleven years, the San Mateo County Police Chiefs' and Sheriff Association has sponsored <br />the "Avoid the 23" anti -drunk driving campaigns in San Mateo County. Campaigns occur on Memorial <br />Day weekend, Labor Day weekend, and over the Christmas and New Year's holidays. The California <br />Office of Traffic Safety (OTS) funds the public information and awards portions of the campaign <br />through a grant. Police departments in the County have traditionally rotated the responsibility for <br />obtaining the grant and contracting with a public relations firm. <br />In October 2001, the Redwood City Police Department obtained a $125,000 grant from OTS to fund <br />the "Avoid" campaign from October 1, 2001 through November 30, 2003. On December 10, 2001 the <br />police department received Council authority to contract with Jan Ford Public Relations to conduct <br />public relations services for the "Avoid" campaign. Since that time OTS has extended the existing <br />grant period to include October 1, 2003 through January 31, 2004. OTS has provided an additional <br />$35,000 to fund this grant extension to include the costs for the additional services required of Jan <br />Ford Public Relations. <br />Jan Ford Public Relations has the support of the San Mateo County Police Chiefs' and Sheriff <br />Association and has a twenty-seven year history of providing public relations services for "Avoid" <br />Campaigns throughout the state. For the past twelve years, Jan Ford Public Relations has provided <br />public relations services for the "Avoid" campaign in San Mateo County. For the past twenty -eight <br />years Jan Ford Public Relations has provided the same services for Santa Clara County's "Avoid the <br />13" Campaign. Jan Ford Public Relations has also provided this service for the "Avoid" campaigns in <br />Alameda, Contra Costa, Marin, and Placer Counties. <br />Alternatives <br />1. The City Council could choose not to authorize a contract extension with Jan Ford Public <br />Relations. The selection of this alternative would require the police department to interrupt the <br />continuity of its public relations campaign and seek a less experienced vendor to provide full - <br />time public relations for this campaign. <br />
