REPORT To the Honorable Mayor and City From the City I April 14, 2003 Subject Agreement with First 5 San Mateo County Commission for the Early Learning and Family Support Program Recommendation Authorize the City Manager to Execute the Agreement between the City of Redwood City /Redwood City 2020 (RC 2020), and First 5 San Mateo County Commission for Early Learning and Family Support Program for fiscal year's 2001/2002, 2002/2003, and 2003/2004. Background The City of Redwood City in partnership with the Redwood City School District, the Sequoia Union High School District and the County of San Mateo formed Redwood City 2020 in 1995. The partners have been jointly funding RC 2020 since 1995 and the City of Redwood City acts as the collaborative's fiscal agent. Given that Redwood City is the fiscal agent, this agreement will not impact City services or finances. In the spring of 2001, RC 2020 successfully applied for funding from First 5 San Mateo County Commission (formerly known as Children and Families First Commission), for Early Learning and Family Support Program. The purpose of these funds is to implement family support and quality preschool services in partnership with Redwood City Family Centers and Redwood City School District Child Development Program. By authorizing the City Manager to execute the agreement, the City (as the fiscal agent) is agreeing to receive the funding from First 5 San Mateo County Commission. The City of Redwood City on behalf of RC 2020 will enter into a separate agreement with the Redwood City School District to provide these services to the community. Staff will also ask Council to approve a very similar agreement with First 5 San Mateo County Commission for the School Readiness Initiative under a separate staff report. Alternative Council may choose not to enter into this agreement.
